DIRECTOR ARRESTED AFTER QUINCY CITY PAID FOR THIS

Thomas F. Clasby, Jr. served as Director of the Quincy Department of Elder Services for twenty five years, from nineteen ninety nine until April twenty twenty four. Federal prosecutors allege that starting in twenty nineteen, Clasby began exploiting the city's purchasing power to fund personal expenses while enriching himself through his position.

According to the indictment filed in January twenty twenty five, Clasby arranged for the city to pay eight thousand nine hundred fifty dollars to a music studio to produce recordings of him singing. The alleged scheme also included having the city pay two thousand two hundred thirty six dollars to food service vendors for one hundred fifty three pounds of bourbon steak tips.

Prosecutors say Clasby further arranged for the city to pay four thousand eight hundred dollars for a Toyota Prius. Beginning in June twenty twenty one, federal authorities allege Clasby started stealing most of the cash receipts from the city's elder services department at the Kennedy Center in Quincy.

The charges against Clasby include embezzlement, mail and wire fraud, and interstate transportation of stolen property. Federal prosecutors stated that Clasby's alleged betrayal of trust is not just a theft from the City of Quincy but an affront to the seniors he was sworn to serve and the taxpayers who funded these programs. They noted that as Director of Elder Services, Clasby was entrusted with protecting vulnerable members of his community but instead allegedly used his position to fund personal indulgences.

The trial is expected to start on February twenty third. Clasby's tenure as Director of the Quincy Department of Elder Services ended in April twenty twenty four.
